Heidern: The Commander of the special military unit called Ikari. Remaining vigilant of any troubles along with the ongoing case of tracking down the remaining members of N.E.S.T. and agents of Orochi. Heidern along with his trusty subordinates Ralf Jones and Clark Still enters the KOF tournament in hopes to counter any potential dangers taking place within the tournament
Heidern also has his adoptive daughter Leona form a team of her own in case the Ikari Warriors are eliminated
Ralf Jones: A headstrong man who punches are like being struck down by nukes. Ralf Jones along with his best friend and fellow soldier Clark joins their their Commander in entering this year's KOF tournament
Clark Still: The Silent Soldier but a all-round nice man outside of combat whether it be on the battlefield or in the KOF tournament. Capable of performing various throw and body locks Clark makes for a great ally and a dangerous foe. He enters the tournament alongside his Commander Heidern and best friend Ralf

Terry Bogard: The Legendary Wolf and the South Town hero the one and only Terry Bogard. Having defeated South Town's kingpin Geese Howard several years ago. The man also responsible for Terry and Andy's foster father Jeff Bogard's death. Upon avenging his father, Terry decided to live a simple life of course continue his path to becoming a great fighter. Several years later Terry meet a wayward teenage boy by the name Rock and adopted him. Coming home one night after partying with friends
Terry spots Rock on the couch with an enraged look on his face. Before Terry could ask him another question Rock hands him the paper crumble up in his hand. Upon reading the letter and becoming angry as well. Terry tells Rock they need to leave and meet that man immediately
Rock Howard: The adoptive son of Terry Bogard and a very skill fighter. At the age of thirteen Rock lost his mother to an illness and with no known relatives was taken to a foster home. Life in foster care was difficult as Rock dealt with bullying from his fellow foster kids. One night while Rock was trying get some sleep the group of kids began attacking him. Enraged by the endless bullying and none of the adults ever coming to his aid. Rock unleashed a sudden burst of purple energy from his body blasting away all of his attacks. Seeing their unconscious bodies lying before him starting to panic. Rock quickly grabs his belongs and jumps out of his bedroom window. Days later Rock arrives to a place called South Town and meets a man by the name of Terry Bogard. Despite not trusting the unknown at first Terry is able to convince Rock that he will take care of him. Not only did Rock gain a father in Terry but also a sensei as he was taught how to fight. Several years have passed and Rock was very content in life but that would all suddenly change. One evening when returning home from the mall Rock saw three shady looking men standing in front of his home. Immediately he goes into fight mode and battles the three men. Realizing he is more capable then the three men combined one of the goons throws an envelope on the floor. Picking up the letter and running into the house Rock opens the envelope and starts reading the letter inside of it
"If you wish to continue your peaceful life with the man you call your father. The two of you come meet me at my tower. Otherwise I'll send an army of goons and assassins to kill the both of you" Signed Geese Howard
Angered by what he just read but unable to do anything until Terry returns. Rock sits on the couch filled with both anger and fear
Geese Howard: A cold and calculating man Geese is the crime boss of South Town and the murderer of the great fighter Jeff Bogard years later Geese would be confronted on his tower by Jeff's adoptive son Terry Bogard. After suffering a humiliating defeat at the hands of his adversary and being blasted off of his tower. Terry not wanting Geese to fall to his death manages to catch him in time but Geese refusing to be at Terry's mercy allows himself to fall to his death. Believed to had been killed by Terry, South Town rejoice having to no longer live in fear of the notorious crime boss. However Geese had survived his fall and went into hiding to recover and plot his revenge against Terry. Rebuilding his empire in secret and gaining loyal henchmen such as Billy Kane, Hein, Neptune, and Mr. Big. After many years have passed Geese was finally ready to exact his revenge, but just then a new KOF tournament had been announced and after many years of away from competition, Geese was more than ready to show his skills. Nevertheless he wanted to make start his revenge plan. Having discovered the whereabouts of his nemesis and surprisingly learning that his bastard son Rock had been adopted by his nemesis. Geese sends three of his goons to their house to drop off a letter. Upon the return of his beaten henchmen confirming the letter had been dropped off. Geese thanks them before ordering Billy and Hein to kill them. Later in the night both Terry and Rock arrived to the old tower where Terry had defeated him many years ago. However Geese was fully prepared to handle his nemesis and his bastard son. Geese alongside Billy attacked Terry while Mr. Big, Hein, and Neptune fought Rock. Successfully having beaten down both of his enemies but instead of killing them Geese orders Neptune to brainwash them. Now with both his son and nemesis under his control. Geese enters the three of them into the KOF tournament

Andy Bogard: The adoptive son of Jeff Bogard and Terry's younger brother Andy is a master of Shiranui Ninjutsu. After having aided his brother several years ago to take down the man responsible for the death of their father. Andy while victorious was injured by one of Geese's henchman by the name Lawrence Blood forcing Terry to fight Geese alone. Learning that his brother had successfully defeated their father's killer Andy returned to Japan to continue his training and be with his lover Mai. Andy spent the next few years running a dojo and regularly competing in KOF tournaments alongside his brother, friend Joe, and sometimes Mai, but this year was going to be different. Between his brother miraculously being MIA and Joe deciding to form of a team with fighters who represent the "Tiger Spirit". Not wanting to miss out on a KOF tournament he manages to form a team with the wrestler formally known as Tizoc now calling himself King Of Dinosaur and a girl name Alice who was inspired by his older brother to become a fighter. Andy hopes that his orthodox team will help him win this year's KOF tournament
King Of Dinosaurs: Formally known as the mighty wrestler Tizoc haling from Mexico. Tizoc was a wrestler of honor and fought to inspire kids every where that they can be a mighty hero just like him. Seemingly unbeatable by all those who fought him and yet to face him. Tizoc continued his unbeatable winning streak until one faithful day. Going up against a dangerous wrestler from England by the name Raige. Tizoc was certain that despite Raige's merciless wrestling abilities that he would prevail. The match happened and Tizoc for the first experience defeat like never before. Overwhelm by brutal strikes, throws and counter Raige had finished him off with his signature move "Ouroboros Slam" and pinned him. Tizoc laid bloody and bruised in the middle of the ring. Raige added insult to injury by ripping off his griffon mask. Having been utterly defeated and feeling less than a man something in him had snapped. From this day forward Tizoc was no longer Tizoc but take on a new persona. Dropping his "Face" persona the man formally known as "Tizoc" became a devastating and merciless force name "King Of Dinosaur" A heel wrestler who played by no one's rules but his own and simply wish to unleash on all of those who stepped into the ring with him. Fortunately even as King Of Dinosaur the enraged wrestler still had people who consider him a friend. After receiving a phone call from his friend Andy Bogard about the upcoming KOF tournament and in need of partners. KOD wanting to show off his merciless wrestling skills on the grandest stage of them all. He happily agrees to join Andy in this year's KOF
Alice Nakata: A young and gorgeous up and coming fighter from South Town. One night after being saved from being attacked by a gang of men by the legendary Terry Bogard. Alice immediately began to idolized him and decided she wanted to become as strong as him. Alice would attend many local tournaments in South Town studying the moves of the various fighters who fought in those tournaments. Months later once Alice felt she had learned enough from other fighters. The young woman decided to enter one of the local tournaments. Despite her lack of battle experience Alice managed to beat several opponents with her orthodox techniques reaching the semi finale. Going up against a fighter by the name Tsugumi Sendo. The fight begins and while Alice gives it her all she is ultimately defeated by Tsugumi. While disappointed with the lost she thanks her opponenet for the fight. A week had passed and the injuries she had before were healed. Alice then hears about the announcement of a KOF tournament and wants to enter, but unlike the local tournaments KOF requires three members in order to compete. Believing that she would be unable to enter the prestigious tournament she then runs into her idol's younger brother Andy. The two talk and upon discovering that Andy is short a member Alice manages to convince Andy to add her to his team

Sie Kensou: A vibrant fighter hailing from Chinese who posses great spiritual power and deadly kung fu techniques. Kensou forms a team of Chinese fighters with a Sichuan Bushinryu master name Mian and a young man who rivals Kensou's spiritual powers name Meitenkun. Together the three of them form Team China and enter this year's KOF tournament
Mian: A fearsome Sichuan Opera dancer who regularly competes in various tournaments in China when not performing on stage. After having battled a man name Kensou who was very impressed by her skills. Mian is recruited to fight alongside him in this year's KOF tournament
Meitenkun: Despite his sloth like behavior Meitenkun is a skilled fighter possessing great spiritual power. While sleeping at the entrance of his master's temple he was approached by two fighters like himself. Enjoying the ideal of forming a team of Chinese fighters Meitenkun would join Kensou and Mian in this year's KOF tournament
