Kim: Taekwondo Master and the self proclaim "Warrior Of Absolute Justice!" Kim runs a dojo in where he trains both young promising warriors of justice like himself along with former villains he has defeated and decides is worthy of reform. Kim along with the former villainous duo Chang and Choi enter the KOF tournament to show the world the power of Tae Kwon Doo
Chang Koehan: A lardy man possessing super strength three times his size who carries a giant iron ball. Prior to being defeated and reformed by Kim both he and his friend Choi ran havoc in various parts of South Korea. Now as a pupil of Kim, Chang participates in the KOF tournament
Choi Bounge: A tiny mischievous man who dangers is bigger than his size. Choi Bounge along with his partner Chang terrorize the citizens of South Korea until they encounter a Taekwondo master name Kim. Choi along with Chang attempted to kill Kim but were utterly defeated by him in less than a minute, but instead of being sent to prison Kim offered them an opportunity to join his dojo. Now on the road of atoning for this past misdeeds Choi and Chang began to study Taekwondo and with the announcement of a new KOF tournament. Choi was selected by Kim to join both him and Chang in entering the tournament

Leona Heidern: The adoptive daughter of Commander Heidern and an elite member of the Ikari Team. While Leona is one of her father's most competent soldiers due to an tragic incident from her childhood. Leona has a tendency of losing herself whenever she feels the influence of Orochi around her. All thanks to a man name Goenitz who cursed Leona back when she was a child with the Riot Of Blood due to her bio father Guidel refusing to aid Goenitz in reviving Orochi. Resulting in Leona going in a berserk killing her father and the rest of her family. Fortunately she was shortly found afterwards by Heidern who was searching for Goenitz. Seeing Leona covered in blood Heidern knew she had already feel victim to Goenitz's wickedness so he adopts her. Leona spent the next years training to be a soldier and to someday seek revenge against Goenitz. While in previous KOF tournaments Leona fights alongside with her fellow Ikari comrades Ralf & Clark, but due to Heidern needing to partner up with them instead Leona was forced to search for new partners to enter this year's tournament
Blue Mary: The beautiful but deadly freelance agent. Blue Mary takes job ranging from missing persons, tracking down drug lords, and murder cases, but her biggest passion is fighting in the KOF tournament. Fortunately for Mary a fellow fighter by the name Leona was in need of partners for this year's KOF tournament and Mary was one of the people hired to join her
Vanessa: A mother, freelance agent, & most importantly a fighter. Vanessa is a beautiful mature age woman who is highly skilled in boxing. Hired by Leona to join Mary and her in this year's KOF tournament. Vanessa will prove to be a threat to whoever steps in the battle with her
